Sunlight Electricity Services Co. is seeking a qualified and experienced Business Development Engineer to join its Business Development Department in Kabul. The position will focus on identifying and analyzing new business opportunities, reviewing RFQs/RFPs/tenders, conducting Bid/No-Bid assessments, analyzing BOQs and quotations, coordinating proposal preparation and tender submissions, and supporting the Company's business development activities across Afghanistan.
Duties & responsibilities
Identify, monitor, and evaluate potential business opportunities for Sunlight across UN agencies, NGOs, government institutions, private-sector organizations, EPC contractors, electricity, renewable energy, construction, and infrastructure sectors.
Regularly monitor relevant tender and procurement platforms, including UNGM, UNDP Quantum, UNOPS, UNICEF, WFP, World Bank, ADB, Afghanistan government procurement platforms, client websites, and other reliable sources to identify new RFQs, RFPs, ITBs, EoIs, tenders, and upcoming projects.
Conduct detailed opportunity and Bid/No-Bid analysis, including eligibility, technical requirements, company experience, project scope, estimated value, competition, profitability, risks, resources, deadlines, and strategic alignment.
Review and interpret RFQs, RFPs, ITBs, EoIs, ToRs, BOQs, technical specifications, evaluation criteria, contractual conditions, and submission instructions, identifying mandatory requirements and potential risks.
Review BOQs, quantities, specifications, supplier quotations, pricing requirements, delivery conditions, and commercial terms, and coordinate with relevant departments to develop accurate and competitive quotations.
Coordinate with Engineering, Procurement, Finance, Project Management, and other relevant departments to prepare technical proposals, financial proposals, company profiles, project references, methodologies, forms, and supporting documents.
Independently develop solicited and unsolicited technical and financial proposals, with the ability to prepare bids from scratch and ensure timely, high-quality submissions.
Develop approaches, methodologies, and implementation plans, including project schedules using Primavera P6, MS Project, and other relevant tools; prepare organizational charts using MS Visio; and demonstrate strong graphic design skills and visual presentation to produce attractive, professional, and compelling bid documents.
Ensure approved bids, quotations, RFQs, RFPs, and tenders are complete, accurate, compliant, properly reviewed, and submitted within the required deadlines.
Maintain an updated Business Development Opportunity Pipeline, including client information, opportunity value, deadline, requirements, Bid/No-Bid decision, submission status, follow-up actions, and results.
Conduct regular market, client, and competitor research to identify upcoming projects, potential clients, funding opportunities, strategic partners, subcontractors, and business expansion opportunities in Afghanistan.
Prepare regular Business Development reports covering opportunities, bids submitted, results, pipeline status, market developments, and recommended actions, while supporting the Business Development Manager in expanding Sunlight’s project pipeline and business opportunities.
Job requirements
Bachelor’s degree in Civil or Electrical Engineering; PMP certification is an advantage.
Minimum 6 years of relevant experience in EPC, electricity, energy, construction, tendering, proposal, or business development.
Proven experience in RFQ/RFP/ITB, Tender, BOQ, Quotation, and Proposal Analysis & Submission.
Practical knowledge of Bid/No-Bid Analysis, Opportunity Assessment, and Market Research.
Familiarity with procurement platforms.
Proficiency in engineering software, including AutoCAD and other civil and electrical engineering applications, such as SAP2000, SAFE, ETABS, and STAAD.Pro for civil engineer, and PVsyst and PV*SOL for electrical engineer.
Strong proficiency in MS Office, Primavera P6, and MS Project, with excellent analytical, communication, negotiation, and problem-solving skills.
