UNDP is currently implementing its flagship crisis response programme, ABADEI (Area Based Approach to Development Emergency Initiatives), as part of the ongoing UN-led response to prevent a humanitarian catastrophe and the breakdown of Afghanistan’s economy following the August 2021 shift in power.
Background and Objective of the assignment:
The ABADEI Strategy is a tailored area-based integrated programming approach to support basic human needs, complementing short-term humanitarian life-saving assistance with the safeguarding of livelihood and the strengthening of community resilience.
The ABADEI Project is designed to address basic human needs, complement short-term humanitarian assistance, and strengthen community resilience, while the Women’s Economic Empowerment through Local Enterprise Development – Phase II (WE-LEAD II) project aims to enhance women’s economic empowerment and improve the resilience, income, and livelihood opportunities of vulnerable women and households in Afghanistan through financial inclusion, savings and lending mechanisms, women-led enterprises, market systems development, skills development, value-chain engagement, and access to appropriate financial and business services. Implemented in selected provinces, including Kabul, the M&E and Livelihood Officer will support effective implementation, monitoring, target community engagement and women’s economic empowerment activities at the field level. The incumbent will collect and analyses field data to assess beneficiary and community needs, support community mobilization and monitor activities against approved plans, technical standards, and donor requirements, and strengthen linkages among beneficiaries and communities. The Officer will also facilitate coordination between UNDP-CR and communities, identify and address implementation challenges, and support the regional project team in ensuring that field activities are delivered effectively, inclusively, and in line with project objectives and expected results.
Scope of work:
M&E and Community mobilization support is critical for:
Ø Timely mobilization and engagement of target communities
Ø Regular field monitoring reports and progress updates
Ø Improved community participation and ownership of project interventions.
Key Responsibilities:
The M&E and Community Mobilization Officer will be responsible for providing support to facilitate community consultations, awareness sessions, Focus Group Discussion (FGDs), beneficiary meetings and support livelihood activities, including MSMEs, saving groups and greenhouses under the ABADEI Strategy.
Key Duties and Responsibilities:
1. Community Mobilization
· Mobilize and engage target communities, Community networks/shuras, and other stakeholders throughout the project cycle.
· Facilitate community consultations, awareness sessions, Focus Group Discussions (FGDs), and beneficiary meetings
· Support beneficiary identification, verification, registration, and profiling in accordance with UNDP selection criteria
· Ensure meaningful participation of women, youth, returnees, persons with disabilities (PWDs), and other vulnerable groups.
· Strengthen community ownership and participation during planning, implementation, and post-completion phases.
2. Project Implementation Support
· Support implementation of livelihood activities, including MSMEs, saving groups, greenhouses, plantation and other community-based interventions.
· Coordinate closely with technical team, beneficiaries and community representatives
· Conduct routine field monitoring visits to verify implementation progress, identify field-level challenges and compliance with approved plans
· Verify beneficiary data and supporting documents before submission
· Maintain accurate project records, beneficiary databases, attendance sheets, photographs, GPS coordinates, and monitoring evidence
· Prepare field monitoring reports, mission reports, meeting minutes, and progress updates
· Ensure timely submission of monitoring data and supporting documentation.
3.Gender Mainstreaming and Equality
· Promote gender equality, women's economic empowerment, disability inclusion, and the meaningful participation of youth, returnees, IDPs, and other vulnerable groups throughout the project cycle
· Ensure that project implementation is gender-responsive and inclusive, with active participation of women in community consultations, decision-making processes, and project activities
· Identify and report barriers to participation for women and marginalized groups, and recommend practical measures to enhance inclusion
· Support gender-sensitive data collection and reporting, including sex-, age-, and disability-disaggregated data
· Work closely with the Gender Officer and technical team to mainstream gender considerations across all interventions.
4. Any other work as assigned by the supervisor – Livelihood Technical Associate.
Reporting:
The M&E and Community Mobilization Officer will report to and work under the direct supervision of Technical Associate Livelihoods, with overall guidance and supervision provided by the Area Manager. The Officer will work closely with the project technical team, and target communities to ensure effective implementation, monitoring, and coordination of project activities.
Duty station: Kabul with travel to remote and rural project locations.
Education:
· Bachelor’s degree in social sciences, Rural Development, Community Development, Economics, Agriculture, Monitoring & Evaluation, Development Studies, or a related field.
Experience and Skills:
· Minimum 3/7 years of relevant experience in community mobilization, livelihoods, monitoring and evaluation, or community-based development programme
· Experience working with UNDP, UN agencies, NGOs, or donor-funded projects is highly desirable
· Experience supporting MSMEs, savings groups, greenhouses, social cohesion, and livelihoods programme is an asset.
· Experience in beneficiary verification, field monitoring, and reporting
· Strong knowledge and understanding sub-national institutional contexts of Afghanistan.
Competencies:

· Microsoft Office (Excel, Word, PowerPoint).
· Familiarity with Kobo Toolbox or other digital data collection platforms is desirable
· Strong communication, coordination, and interpersonal skills.
Language Requirements:
Proficiency in written and spoken English and fluency in the national languages (Pashto/ Dari).
