Roshan, an IPS company based in Afghanistan is seeking for a Deputy General Manager – Finance to work within its Finance team. The Deputy General Manager – Finance is responsible for all financial and fiscal management aspects of Roshan's operations in Afghanistan. The Deputy General Manager – Finance will lead the company’s financial strategy, governance, capital allocation and commercial performance in a dynamic telecommunications market in an emerging Asian economy. The Deputy General Manager – Finance will partner with the General Manager and Board to deliver sustainable growth, maintain financial resilience, fund network expansion and create long-term value for customers, shareholders, employees and communities.
This leader must combine rigorous financial stewardship with practical experience operating amid rapid technological change, evolving regulation, currency volatility, infrastructure constraints and intense price competition.
Duties & responsibilities
Strategy and commercial leadership
• Shape corporate strategy alongside the General Manager and Board, translating market opportunities into financially sound investment and growth plans.
• Lead long-range planning, annual budgeting, forecasting, scenario analysis and performance management.
• Evaluate the economics of network expansion, spectrum acquisition, fibre deployment, data centres, mobile financial services, enterprise solutions and digital products.
• Establish clear commercial and financial targets across consumer, enterprise, wholesale and digital businesses.
• Advise on pricing, product profitability, customer acquisition costs, churn, channel economics and revenue assurance.
Capital, funding and treasury
• Develop the capital structure and funding strategy required to support network investment and business growth.
• Lead relationships with banks, development finance institutions, investors, rating agencies and other funding partners.
• Oversee debt financing, refinancing, liquidity management, cash forecasting, foreign-exchange exposure and interest-rate risk.
• Assess opportunities for equity raises, strategic partnerships, infrastructure sharing, tower transactions and other capital-efficient arrangements.
• Ensure disciplined capital allocation and return-on-investment standards for major projects.
Financial management and reporting
• Maintain accurate, timely and compliant financial reporting under applicable local requirements and international reporting standards.
• Lead monthly and quarterly performance reviews; explain results, risks and required corrective actions to executive leadership and the Board.
• Ensure robust management reporting, including revenue, EBITDA, free cash flow, capital expenditure, working capital and return-on-capital metrics.
• Oversee tax planning and compliance while managing tax risk responsibly.
• Drive cost efficiency across network operations, technology, procurement, sales, distribution and corporate functions.
Governance, controls and risk
• Build a strong finance organization with effective internal controls, audit readiness, fraud prevention and delegated authority frameworks.
• Ensure compliance with telecom, tax, corporate, exchange-control, competition and other relevant regulations.
• Identify and manage financial risks related to inflation, currency depreciation, political or regulatory change, customer credit, supplier concentration and cyber or operational disruption.
• Serve as a key management liaison to the Audit and Risk Committee.
Leadership and stakeholder management
• Recruit, develop and retain a high-performing finance leadership team.
• Promote a culture of integrity, accountability, commercial discipline and data-driven decision-making.
• Partner effectively with Technology, Commercial, Operations, Regulatory, Legal, HR and Digital teams.
• Engage credibly with regulators, government stakeholders, auditors, lenders, investors and strategic partners.
Job requirements
Candidate profile
Essential experience
• Bachelor’s degree in Finance, Accounting, Economics, Business, or a related field;
• A CPA or CA with more than 10 years post qualification experience.
• An MBA is strongly preferred.
• At least 15 years of progressive financial leadership experience, including senior executive responsibility for a substantial operating business.
• Experience in telecommunications, technology, infrastructure, financial services, or another capital-intensive and regulated industry.
• Proven track record in corporate finance, capital raising, treasury, financial planning, investment appraisal and Board-level reporting.
• Experience operating in emerging markets, with familiarity in managing currency, regulatory, liquidity and infrastructure-related challenges.
• Strong knowledge of IFRS or equivalent financial reporting standards, tax, internal controls and audit requirements.
• Exposure to M&A, joint ventures, tower or infrastructure transactions and strategic partnerships.
• Proven experience leading or playing a senior finance role in the implementation, upgrade, or transformation of an ERP system, including process redesign, controls, data migration and change management.
• Strong practical exposure to using ERP systems for financial reporting, planning, budgeting, consolidation, procurement and operational performance management.
Preferred experience
• Experience financing or evaluating large-scale network, fibre, spectrum, data-centre, or digital-infrastructure investments.
• Experience with mobile money, fintech, enterprise technology, digital platforms, or adjacent telecom services.
• Experience working with international lenders, development finance institutions and cross-border investors.
