Electrical Engineer (Technical Support)

The Electrical Engineer (Technical Support) is responsible for the strategic development, review, and finalization of technical specifications for all electrical equipment and systems, with a primary focus on Low Voltage (LV), Medium Voltage (MV), and High Voltage (HV) applications. This role ensures that all technical documentation and procured equipment are in strict compliance with HGS Group Corporate Policies, ANSA (Afghanistan National Standards Authority) technical standards, and internationally recognized engineering codes (e.g., IEC, IEEE, ANSI). The incumbent will act as the technical focal point for equipment selection, ensuring optimal performance, safety, and cost-effectiveness for project execution.

1. Technical Specification Development & Compliance

• Develop, prepare, and review comprehensive technical specifications for a wide range of electrical equipment, including but not limited to: power transformers, HV/MV switchgear, LV distribution panels, protection and control systems, cables, and auxiliary systems.

• Ensure all specifications are meticulously aligned with DABS contract requirements, technical standards, and other relevant organizational mandates.

• Interpret and apply local regulations and international engineering best practices (IEC, IEEE) to all technical documentation.

• Ensure all proposed equipment and systems meet project-specific performance, reliability, and safety requirements.

2. Technical Evaluation & Vendor Coordination

• Lead the technical evaluation of bids and proposals from equipment vendors and suppliers, ensuring compliance with issued specifications.

• Prepare detailed technical bid evaluation reports (TBERs) with clear recommendations for procurement.

• Liaise effectively with vendors to clarify technical queries, review drawings and datasheets, and ensure final supplied equipment meets all specified requirements.

• Review and approve vendor-supplied documentation, including shop drawings, material test certificates, and O&M manuals.

3. Design Review & Interdisciplinary Coordination

• Conduct rigorous technical reviews of design deliverables, including single-line diagrams (SLDs), schematics, cable schedules, and layout drawings to ensure consistency with equipment specifications.

• Liaise effectively with the Site Project Manager, Site Safety Engineers, Civil Engineers, QC Engineers, and site construction teams to ensure technical specifications are practical, buildable, and safely integrated into all project phases.

• Represent HGS Power in technical coordination meetings with clients (DABS), consultants, and local authorities.

4. Standardization & Documentation

• Maintain an organized, auditable digital and physical record of all technical specifications, equipment datasheets, and vendor correspondence.

• Develop and maintain a library of standard technical specification templates for common electrical equipment to streamline future project proposals.

• Prepare and submit technical reports and progress updates to the Engineering Manager and HGS Group Management, highlighting key technical decisions and areas for improvement.

Education:

• Bachelor's Degree in Electrical Engineering.

Experience:

• Minimum 1 to 2 years of demonstrable experience in electrical engineering, specifically focused on preparing technical specifications and evaluating equipment for power infrastructure projects.

• Direct experience working on projects for Da Afghanistan Breshna Sherkat (DABS) is highly preferred.

Technical & Soft Skills:

• In-depth knowledge of electrical equipment design, operation, and testing for LV, MV, and HV systems (e.g., transformers, switchgear, protection relays).

• Strong command of English, Pashto and Dari (written and verbal).

• Advanced proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook) and engineering design software (e.g., AutoCAD).

• Excellent interpersonal, negotiation, and conflict-resolution skills; ability to assert technical authority diplomatically with vendors and contractors.

• High level of integrity, professional ethics, and accountability.
