About the job

Manage end-to-end procurement processes for electrical equipment, materials, works, and services.

Ensure procurement activities comply with organizational policies, clint requirements, and applicable procurement regulations.

Prepare and review technical specifications, bidding documents, and procurement packages for electrical projects.

Conduct technical and commercial evaluations to obtain the best value for money.

Minimize procurement risks and ensure timely delivery of equipment and services.

Support project teams in achieving project schedules and budget targets.

Duties & responsibilities

A. Procurement Planning

Prepare annual and project-specific procurement plans.

Identify procurement requirements in coordination with engineering, project management, and operations departments.

Develop procurement schedules aligned with project implementation timelines.

Monitor procurement progress and recommend corrective actions when required.

B. Technical Procurement Support

Prepare and review technical specifications for electrical equipment including:

Power Transformers

Circuit Breakers

Disconnectors and Earthing Switches

Current Transformers (CTs)

Voltage Transformers (VTs/CVTs)

Surge Arresters

Switchgear

Protection and Control Systems

SCADA and Communication Systems

Substation Auxiliary Equipment

Transmission and Distribution Line Materials

Ensure specifications comply with IEC, IEEE, ISO, and DABS standards and requirements.

Coordinate with engineering departments to clarify technical requirements.

C. Tender and Bid Management

Prepare Requests for Quotations (RFQs), Invitations for Bids (IFBs), Requests for Proposals (RFPs), and tender documents.

Manage tender advertisements and bidder communications.

Organize pre-bid meetings and site visits.

Respond to technical clarifications in coordination of engineering department and bidder inquiries.

Ensure procurement processes are fair, transparent, and competitive.

D. Bid Evaluation

Participate in technical and commercial evaluation committees.

Review bid compliance with technical specifications and contractual requirements.

Prepare Technical Evaluation Reports (TERs) and Bid Evaluation Reports (BERs).

Conduct life-cycle cost analysis and value-for-money assessments.

Recommend contract awards based on evaluation outcomes.

E. Contract Management

Assist in drafting and finalizing contracts and purchase orders.

Monitor supplier performance regarding quality, delivery schedules, and contractual obligations.

Manage contract amendments, variations, claims, and disputes.

Coordinate inspections, factory acceptance tests (FAT), and site acceptance tests (SAT) when required.

F. Supplier and Vendor Management

Develop and maintain a database of qualified suppliers and manufacturers.

Conduct supplier performance evaluations.

Identify alternative suppliers to mitigate procurement risks.

Support supplier prequalification processes.

G. Compliance and Risk Management

Ensure compliance with procurement regulations, policies, and ethical standards.

Identify procurement risks and recommend mitigation measures.

Ensure transparency and accountability throughout procurement processes.

Support audit activities and provide required procurement documentation.

Job requirements

8. Qualifications and Experience

Education

Bachelor's Degree in Business administration or in Electrical Engineering.

Additional qualifications in Procurement, Supply Chain Management, or Contract Management are desirable.

Professional certifications such as PMP, or equivalent are considered an advantage.

Experience

Minimum 5–10 years of relevant experience in procurement of electrical equipment and engineering services.

Experience in power utilities, transmission, distribution, substations, renewable energy, or EPC projects.

Proven experience in tendering, contract administration, and supplier management.

Technical Knowledge

Strong understanding of power system equipment and substation technologies.

Familiarity with IEC, IEEE, ISO, and other international standards.

Knowledge of procurement procedures for donor-funded and utility projects.

Understanding of FIDIC Conditions of Contract and contract management principles.
