POSITION OBJECTIVE

Project Manager DRR will be located at Project Cluster Implementation Office (PCIO) in Kabul and will be responsible for efficient and effective Technical and financial management of the projects related to DRR and emergency management implementation in 6 provinces (Kabul, Herat, Ghazni, Logar, Kunar and Nuristan). The incumbent reports to the Snr. Manager, Project Implementation – PCIO in Kabul and will be directly involved in Project Development, Implementation and Monitoring while providing support for the 06 provinces.

Duties & responsibilities

1. Project Leadership and Implementation

• Lead and technically support the DRR/ EM interventions of the ADB-funded CLDRM project through PCIO in the targeted 06 provinces (Kabul, Herat, Ghazni, Kunar, Logar and Nuristan).

• Develop technical manuals and guidelines for providing technical support to enhance the quality of implementation and technical approaches.

• Provide strategic direction to ensure effective integration of Disaster Risk Reduction (DRR) and Community-Led Disaster Risk Management approaches across all interventions in 06 provinces.

• Develop the DRR/ EM structure and program in Badakhshan Region. Develop ToRs for provincial DRR/ EM staff and participate in the recruitment process.

• Support AKF(Afg)’s Gender team in mainstreaming gender in the DRR/ EM program.

2. Policy and Strategic Management

• Develop a multi-year strategic plan for the DRR/ EM program for Badakhshan provinces. Review, update, and improve the strategic plan on a regular basis.

• Build working relations with the relevant government departments such as the Ministry and provincial directorate of economy, ANDMA and other relevant ministries.

• Participate in relevant policy forums and working groups initiated by the government and civil society.

• Track the national and provincial policy processes that relate to DRR/ EM and provide regular updates, analysis, and recommendations to the National DRR/ EM sector.

• Work closely with partner organizations working in DRR and the Aga Khan Development Network (AKDN) agencies in the provinces on DRR/ EM related mandate and strategic plan.

3. Stakeholder Engagement and Coordination

• Coordinate with governmental stakeholders and community stakeholders in the project area.

• Facilitate donor and other relevant stakeholders' visits at provincial level.

• Maintain clear communication with all stakeholders regarding project progress.

• Facilitate reporting of achievements and coordinate field visits with stakeholders.

• Build strategic partnerships with local and international partners related to Emergency management in all 06 provinces.

4. Project Documentation and Compliance

• Develop, review, and maintain DRR-related documents, tools, and guidelines.

• Ensure strict adherence to the ADB and AKF regulations, compliance, and procedures.

• Implement compliance measures to mitigate risks and ensure transparency.

5. Project Design and Sustainability

• Develop and maintain a robust management system for implementation of the CLDRM project and other projects that relate to DRR/ EM.

• Work closely with AKF(Afg)’s Monitoring, Evaluation, Research and Learning Unit and EM teams for developing monitoring tools, systems and approaches to maintain a regular system of projects.

• Troubleshoot operational issues encountered by field staff through regular field visits, coordination, and support for all 06 provinces and their field offices.

• Work closely with the National DRR/ EM sector, Partnerships and Program Support Unit to develop a resource mobilization plan for the DRR/ EM program for the 06 provinces.

6. Planning and Reporting

• Develop comprehensive project implementation plans, annual budgets, and narrative reports.

• Collaborate closely with the program team to address ad hoc requests from donors, PMU, and internal management.

7. Capacity Building and Process Improvement

• Capacity building of provincial staff in understanding donor requirements.

• Continuously improve project management strategies based on lessons learned and best practices.

• Conduct regular field visits to assess implementation progress and gather insights.

• Work with HR to facilitate the development of a relevant capacity-building plan for the provincial EM staff of 06 provinces.

• Develop realistic performance objectives for the DRR/ EM staff members, review the objectives on a regular basis, and provide appropriate coaching and on-the-job technical backstopping.

8. Monitoring, Evaluation, Research, and Learning (MERL)

• Work with the MERL team to ensure that effective monitoring and evaluation plans are in place, turn data into actionable insights to guide implementation, and disseminate results and learning.

• Ensure that technical indicators are well-defined and use monitoring data to inform decision-making and adjust project strategies as needed.

• Ensure capacity building and participation of the provincial teams in the articulation of the research needs based on the field realities in the DRR/ EM in respective provinces.

• Develop and maintain a responsive system for streamlining and documenting the innovations and best practices.

9. Communication and Outreach

• Develop relevant studies and communication materials for external audiences.

• Highlight project achievements, impacts, and lessons learned in close coordination with programme support and partnership units.

• Maintain regular communication with PMU and donor to address project-related matters.

1. To carry out responsibilities of the role in a way which reflects AKF’s commitment to protecting children and vulnerable adults in accordance with the Safeguarding Policy and Child Safeguarding Policy.

2. To report any suspicions or actual violations of the Safeguarding Policy and/or Child Safeguarding Policy as per the given training.

OCCASIONAL SIGNIFICANT DUTIES AND RESPONSIBILITIES

• Any other relevant additional responsibility delegated by the supervisor.

Job requirements

JOB SPECIFICATION

• Bachelor's in Disaster Management and humanitarian response, social science, International Development, or a relevant field.

• Good understanding of financial and donor compliance, especially working with ADB-funded projects, would be an added advantage.

• 05 years of experience in Emergency Management and/or Disaster Risk Reduction.

• Extensive experience implementing complex projects in challenging environments. Experience coordinating/managing multi-sector DRR and Livelihood projects.

• Strong Report Writing skills in English and Computer skills – MS Office package.

• Experience in program/project planning, monitoring, and designing.

REQUIRED CORE COMPETENCIES

• Strong analytical, communication, facilitation, and presentation skills.

• Fluent in English and Native language (Dari and Pashto).

• Demonstrated ability to work under pressure and meet tight deadlines.

• Good team player and ability to build and maintain collaborative relationships with colleagues.
