About the job

The primary objective of the Project Manager is to provide overall managerial, technical, and operational leadership for the successful implementation of transmission-line projects.

·         Within the approved scope, schedule, and budget;

·         In accordance with approved engineering designs and specifications;

·         In compliance with applicable national and international standards;

·         In accordance with contractual obligations and project requirements;

·         With appropriate quality assurance and quality control;

·         In compliance with occupational health, safety, and environmental requirements;

·         Through effective coordination with contractors, consultants, suppliers, government authorities, communities, and other stakeholders.

The Project Manager will serve as the principal project-level coordination point between Fine Star Group's management, technical teams, contractors, consultants, suppliers, and relevant government and local authorities.

Duties & responsibilities

3.1 Project Planning and Management

• Lead the overall planning, mobilization, implementation, monitoring, and close-out of assigned transmission-line projects.

• Develop and maintain detailed project execution plans, implementation schedules, resource plans, and project management procedures.

• Establish project milestones, deliverables, critical activities, and key performance indicators.

• Monitor project progress against approved baseline schedules and identify delays, constraints, and corrective actions.

• Ensure effective utilization of project resources, including manpower, equipment, materials, and financial resources.

• Coordinate project activities among engineering, procurement, construction, quality, HSE, logistics, and administrative teams.

• Identify project risks and implement appropriate mitigation and contingency measures.

• Ensure timely escalation of critical technical, contractual, financial, or operational issues to senior management.

• Lead project meetings and ensure that decisions and action items are properly documented and followed up.

• Ensure proper project documentation, records management, and reporting throughout the project lifecycle.

3.2 Transmission Line Engineering and Technical Management

• Provide technical leadership and coordination for overhead transmission lines, transmission towers and structures, foundations and civil works, conductors and earth/ground wires, OPGW and associated communication systems, insulators and fittings, earthing and grounding systems, tower erection and stringing works, substation interfaces, line termination and connection works, testing and commissioning, right-of-way and wayleave coordination, access roads and associated infrastructure.

• Review and coordinate the implementation of approved engineering drawings, technical specifications, method statements, construction procedures, and material specifications.

• Ensure that field construction is carried out in accordance with approved designs and coordinate with engineering teams regarding design modifications, technical queries, site conditions, and engineering changes.

3.3 Construction Management

• Direct and supervise the overall construction activities of transmission-line projects.

• Coordinate site mobilization and deployment of contractors, subcontractors, engineers, supervisors, equipment, and materials.

• Monitor construction productivity and ensure achievement of planned physical progress.

• Ensure proper sequencing and coordination of civil, structural, electrical, and installation works.

• Review contractors' work programs and ensure alignment with the approved project schedule.

• Monitor site conditions and resolve construction-related technical and operational issues.

• Ensure that construction activities comply with approved method statements and project specifications.

• Coordinate inspections, testing, measurements, and acceptance of completed works.

• Monitor the availability and proper utilization of construction equipment and resources.

• Coordinate project completion, punch-list clearance, testing, commissioning, and handover.

3.4 Contractor and Subcontractor Management

• Review contractor mobilization and execution plans; monitor contractor performance against contractual obligations; review work schedules and resource deployment; monitor physical and financial progress; coordinate technical and contractual meetings; identify contractor performance deficiencies; recommend corrective measures; review and coordinate variations and change requests; monitor claims and contractual issues; ensure proper documentation of contractor performance; and support contract administration and dispute-resolution processes.

• Maintain a professional, transparent, and performance-oriented relationship with all contractors and subcontractors.

3.5 Quality Assurance and Quality Control

• Ensure implementation of the project's Quality Assurance/Quality Control (QA/QC) system.

• Review Inspection and Test Plans (ITPs), method statements, and quality procedures.

• Ensure inspection and testing of construction works and materials.

• Monitor material conformity with approved specifications.

• Coordinate factory inspections and testing where applicable.

• Ensure proper documentation of inspections, test results, non-conformities, and corrective actions.

• Monitor resolution of NCRs and other quality-related deficiencies.

• Ensure that as-built documentation is prepared and maintained.

• Support final inspection, testing, commissioning, and project acceptance.

3.6 Health, Safety and Environmental Management

• Ensure implementation of project HSE plans and procedures.

• Promote a strong safety culture throughout the project.

• Ensure appropriate use of Personal Protective Equipment (PPE).

• Monitor compliance with site safety procedures.

• Ensure appropriate safety measures for tower erection, lifting, working at height, electrical works, stringing, transportation, and other high-risk activities.

• Investigate and report accidents, incidents, and near misses.

• Ensure implementation of corrective and preventive actions.

• Monitor environmental and community-related impacts of project activities.

3.7 Procurement and Materials Coordination

• Prepare and monitor material requirements; review technical specifications for major equipment and materials; monitor procurement schedules; track critical and long-lead items; coordinate inspection and testing of equipment and materials; monitor transportation and delivery to project sites; ensure proper storage and handling of materials; and identify potential material shortages or procurement delays and initiate corrective actions.

3.8 Stakeholder and Government Coordination

• Coordinate, as required, with Afghanistan Electricity Company (AEC), Ministry of Energy and Water, Ministry of Mines and Petroleum and other relevant government entities, provincial and local authorities, project consultants and engineers, contractors and subcontractors, equipment manufacturers and suppliers, local communities and affected stakeholders, utility and infrastructure operators, and other project partners and financing institutions, where applicable.

• Maintain effective professional communication and ensure that project activities are properly coordinated with relevant stakeholders.

3.9 Right-of-Way and Site Coordination

• Coordinate route and site activities, right-of-way requirements, access and mobilization arrangements, coordination with local authorities and communities, identification and resolution of site constraints, land-access issues, and social, environmental, and logistical risks affecting construction.

3.10 Project Cost and Commercial Management

• Monitor project expenditure against approved budgets; review contractor payment applications and progress measurements; monitor variations and potential cost impacts; identify cost overruns and implement corrective measures; support preparation and review of project budgets; monitor financial implications of delays and scope changes; and provide management with accurate cost and progress information.

3.11 Reporting and Documentation

• Prepare and/or supervise daily, weekly, and monthly project progress reports; project implementation schedules; physical and financial progress reports; management dashboards; risk registers; issue and action trackers; contractor performance reports; HSE reports; QA/QC reports; procurement and material status reports; variation and change-control documentation; meeting minutes; testing and commissioning reports; and completion and handover documentation.

• Maintain all project records systematically and make them available for management review and audit.

4. Project Monitoring and Performance Management

• Planned vs. actual physical progress; planned vs. actual expenditure; engineering deliverables; procurement status; material availability; construction productivity; contractor performance; quality performance; HSE performance; key project risks; critical-path activities; testing and commissioning status; and project completion and handover.

• The Project Manager shall proactively identify deviations and recommend practical corrective actions.

Job requirements

• Education: Bachelor's degree in Electrical Engineering, Power Engineering, Civil Engineering, Construction Engineering, Electromechanical Engineering, or another closely related engineering discipline.

• A Master's degree in Engineering, Project Management, Construction Management, Energy Systems, or a related field will be considered an advantage.

• The candidate must be professionally competent in applying engineering principles to transmission-line construction and project management.

6. Professional Experience

• The candidate should have a minimum of 8–10 years of relevant professional experience, including substantial experience in power transmission and/or major infrastructure projects.

• Proven experience managing transmission-line projects; experience with medium- and/or high-voltage transmission projects; experience in project planning and construction management; experience managing contractors and subcontractors; experience in project scheduling and progress monitoring; experience with QA/QC and HSE management; experience in testing, commissioning, and project handover; and experience in multi-disciplinary project environments.

• Experience with transmission projects in Afghanistan or comparable developing-country environments will be a strong advantage.

7. Technical Competencies

• Transmission-line engineering and construction; high-voltage electrical infrastructure; transmission towers and foundations; conductors, insulators, fittings, and OPGW; tower erection and conductor stringing; earthing and grounding systems; electrical testing and commissioning; engineering drawings and technical specifications; construction methodologies; project scheduling and resource planning; cost and budget monitoring; contract and contractor management; QA/QC systems; HSE requirements; risk management; change and variation management; project reporting and documentation.

• Familiarity with relevant IEC, IEEE, ISO, and other applicable international standards will be an advantage.

8. Project Management Skills

• Project planning and execution; critical-path management; risk identification and mitigation; schedule control; cost control; resource management; stakeholder management; contract administration; negotiation and problem solving; team leadership; decision-making under pressure; technical and management reporting.

• Knowledge of project-management methodologies and tools such as MS Project, Primavera P6, or equivalent project scheduling software is highly desirable.

9. Leadership and Personal Competencies

• Strong leadership and team-management capabilities; high level of professional integrity and accountability; strong analytical and problem-solving skills; ability to manage multiple priorities simultaneously; strong communication and negotiation skills; ability to work effectively under pressure and in remote project locations; strong coordination and interpersonal skills; commitment to quality, safety, and timely project delivery; ability to work with national and international contractors, consultants, and technical specialists; and willingness and ability to travel and remain at project sites in various provinces of Afghanistan.

10. Language Requirements

• Required: Strong command of English and strong command of Dari and/or Pashto.

• The ability to prepare professional technical reports and communicate effectively in English is highly desirable.

11. Computer Skills

• Strong working knowledge of Microsoft Office Suite, MS Excel, MS Word, MS PowerPoint, MS Project and/or Primavera P6, and engineering/project documentation systems.

• Knowledge of AutoCAD and other relevant engineering software will be considered an advantage.

12. Key Performance Indicators (KPIs)

• Achievement of project milestones and completion targets; compliance with approved project schedule; cost and budget performance; quality of construction and technical compliance; HSE performance and incident prevention; contractor and subcontractor performance; timely resolution of technical and operational issues; effective resource utilization; accuracy and timeliness of project reporting; successful testing, commissioning, and handover of completed works; stakeholder satisfaction and effective coordination; and overall achievement of project objectives.

13. Duty Station and Mobility

• The position will involve extensive field-based work and travel to various provinces of Afghanistan, depending on project requirements.

• The successful candidate must be willing to work at remote and challenging project locations; travel frequently between project sites; maintain a field-oriented management presence; work flexible hours when required by project conditions; and coordinate with provincial and local stakeholders.

14. Reporting Line

• The Project Manager will report directly to the Director of Projects / Senior Management of Fine Star Group of Companies and will maintain functional coordination with the Company's engineering, procurement, finance, HSE, QA/QC, legal, and administrative departments.

15. Terms and Conditions

• The position is full-time and project-based.

• Salary and benefits will be determined based on the candidate's qualifications, professional experience, and level of technical competency.

• The selected candidate will be required to comply with Fine Star Group's policies, procedures, code of conduct, HSE requirements, and project-specific rules.
