About the job

TVC United Company is implementing a 34 MWp grid-connected solar PV IPP with a 10 MWh Battery Energy Storage System (BESS) at Green Industrial Park, Dehsabz, Kabul. The project has reached financial close and is entering the construction phase.

The Project Manager will lead owner-side delivery during construction, grid connection, BESS integration, commissioning, performance testing, and handover. The role is responsible for ensuring safe, timely, cost-controlled, and contract-compliant project execution.

Duties & responsibilities

2. Main Responsibilities

Project leadership and governance

Serve as company focal point for EPC construction, grid interface, commissioning, and handover.

Establish project governance, meetings, reporting templates, action trackers, decision logs, and escalation routes.

Coordinate EPC Contractor, Owner's Engineer, DABS, suppliers, authorities, lenders, and internal management.

Contract, schedule, and cost control

Administer EPC contract obligations, notices, variations, claims, payment milestones, warranties, guarantees, and contractual correspondence.

Monitor baseline schedule, critical path, procurement, logistics, construction progress, budget, cash flow, and recovery actions.

Prepare concise dashboards and management reports covering progress, cost, risk, claims, decisions required, and next critical milestones.

Technical, BESS, quality, and HSE coordination

Coordinate review of drawings, method statements, technical submittals, protection studies, SCADA/EMS/BMS architecture, and interface documents.

Track PV, inverter, transformer, MV/HV switchgear, cable, SCADA, substation, grid connection, and BESS interfaces from design through commissioning.

Ensure the EPC Contractor implements approved HSE, environmental/social, quality, inspection, testing, and documentation procedures.

Escalate unsafe works, major non-conformities, delay risks, equipment issues, and stakeholder constraints for timely resolution.

Grid connection, commissioning, and handover

Coordinate DABS interface, grid code compliance, protection/metering/SCADA requirements, permits, substation readiness, and energization approvals.

Oversee commissioning readiness, pre-commissioning, energization, synchronization, PV performance testing, BESS functional/capacity testing, and punch-list closure.

Ensure as-built drawings, O&M manuals, warranties, training records, spare parts, test certificates, and completion documents are ready for handover.

4. Reporting and Coordination

The Project Manager reports to the CEO / Project Director / Steering Committee and provides immediate escalation on major HSE events, schedule delays, commercial claims, budget deviations, grid issues, or risks to commercial operation.

Key coordination interfaces include the EPC Contractor, Owner's Engineer or Lenders' Technical Advisor, DABS, government authorities, BESS supplier/integrator, lenders, insurers, finance/legal/procurement teams, and O&M team.

5. Duration and Duty Station

The assignment will start from construction mobilization and continue through commissioning, performance testing, commercial operation readiness, handover, and close-out support. The expected duration is typically 12-18 months, subject to the approved project schedule.

The duty station is primarily site-based at Green Industrial Park, Dehsabz, Kabul, with Kabul office presence as required for reporting, contract administration, and stakeholder coordination.

Job requirements

6. Qualification Requirements

Bachelor's degree in Electrical, Power, Civil, Mechanical, Renewable Energy, Project Management, or related discipline.

Minimum 10 years of experience in power, infrastructure, renewable energy, EPC, or construction project management.

Minimum 5 years managing utility-scale power projects; solar PV experience of at least 10 MW is strongly preferred.

Experience with BESS, substations, MV/HV systems, grid interconnection, SCADA, commissioning, and EPC contract administration is highly desirable.

Familiar with project management software, Primavera P6, Ms Project or equivalent is an advantage.

7. Key Competencies

Leadership, contractor management, negotiation, decision-making, stakeholder coordination, and disciplined follow-up.

Strong understanding of project controls, risk management, critical path, cost control, claims, documentation, and contract notices.

Ability to interpret engineering drawings, schedules, technical reports, commissioning procedures, quality records, and contract requirements.

Strong written and spoken communication skills for executive reports, dashboards, minutes, letters, and decision papers.
