Supporting the Project Medical Referent through delegated tasks and responsibilities including administrative tasks related to the coordination of work, ensuring good relationships with local authorities and ensuring adequate program management in the projects, according to MSF protocols, (para) medical standards, rules of hygiene and the standard precautions in order to ensure the delivery of quality medical care for patients and their communities as well as to improve the health conditions of the targeted population.

Duties & responsibilities

Task and Responsibilities/CONTEXT SPECIFIC ACCOUNTABILITIES

Health Context Analysis, Coordination & Representation

·        Monitor and analyse the health and humanitarian context relevant to the project and provide timely updates to the PMR and medical/support teams.

·        Maintain and regularly update the mapping of key health actors, authorities, partners, and referral structures.

·        Participate in relevant district, provincial, Health and Nutrition Cluster, and other coordination meetings as delegated, ensuring appropriate representation of MSF and timely sharing of key information.

·        Actively participate in the explore team in case any humanitarian emergency event occurs in Nangarhar Province.

Medical Strategy Implementation & Community Engagement

  • Monitoring, supervising and evaluating the implementation of medical activities in the project, visiting projects according to preset schedule and participating in defining the human resources needs, materials and techniques. Assisting in the implementation of MSF protocols, (para) medical standards, the rules of hygiene and universal precautions in service.

  • Support the medical team in the implementation of the project medical strategy in line with MSF protocols, guidelines, standards, and agreed project priorities.

  • Conduct regular field visits to monitor implementation, identify gaps, provide technical support, and follow up on agreed actions.

  • Support the medical team in strengthening community engagement and responsiveness to community needs and feedback.

Medical Data Management & Reporting

  • Provide technical support to the medical team in the collection, validation, analysis, and interpretation of medical and epidemiological data to inform programme decisions.

  • Ensure timely and accurate submission of required internal and external reports (DHIS2, HMIS, Nutrition tools, Vaccination micro plan, etc.).

  • Coordinate the preparation, consolidation, review, and management of monthly, quarterly, and annual medical reports, including appropriate data and document archiving.

Staff Health

  • Implementation of the Project Staff Health SOP, followed by the National Staff Health Policy for both national and MoPH staff.

  • Manage and follow up on staff health processes, including sick leave, medical reimbursement, vaccination, PEP, staff health database, and related data analysis.

  • Provide regular staff health briefings and ensure that staff are informed of relevant preventive and occupational health measures.

Others

  • Ensure implementation of project medical archive management followed by national Archive and data protection policy.

  • Act as the focal point for the Medical Department in liaising with support departments on rou-tine operational needs, including hygiene supplies, stationery, printing and photocopying, tea-break supplies, and other related administrative requirements, ensuring timely follow-up and availability of essential items

  • Performing other duties at the request of the Project Medical Referent (exceptional strength-ening of a field team, involvement in evaluations, etc.)

Job requirements

Minimum Requirements and Competencies

Education            Essential: Medical Doctor degree with valid Medical Council registration. Desirable master’s in public health or tropical medicine

Experience           Essential: Minimum 2 years' similar working experience in a BPHS project with the NNGO/INGO.

Essential: Experience in DHIS2, HMIS Tools, Kobo.

Desirable: Minimum 1 year of experience working in an emergency project.

Languages           English level essential (high level command oral and written)

Local language essential fluency in both Dari and Pashto required

KnowledgeEssential computer literacy (Word, Excel, Internet/social media) and data analysis
