The successful candidate will ensure financial transparency, ease risk, and provide accurate reporting to top management to support strategic decision-making.

د دندې شرطونه

Key Responsibilities

1. Financial System Development & Implementation

  • Design and establish a highly effective, centralized financial system tailored specifically for the company’s construction operations.
  • Implement financial tracking and accounting software (e.g., QuickBooks, Sage, or Foreman Contractor) to integrate project data, payroll, and procurement.
  • Develop and document internal financial policies, standard operating procedures (SOPs), and authorization matrices.
  • Establish a Chart of Accounts (COA) that allows for precise tracking of costs by individual projects, departments, and cost codes.

2. Project Financial Management (Project Accounting)

  • Track and manage the financial lifecycle of all construction projects from initiation to closeout.
  • Monitor project budgets, cash flow, and expenditures to prevent overruns.
  • Prepare Work-in-Progress (WIP) reports, job cost analyses, and profitability reports for each project.
  • Collaborate closely with Project Managers to review project financial performance and forecast future costs.

3. Procurement & Contractor Financial Control

  • Oversee the financial aspects of the procurement process, ensuring cost-efficiency and compliance with company policies.
  • Review, approve, and manage all subcontractor and vendor agreements financially.
  • Establish a strict system for processing invoices, verifying receipts of materials, and issuing timely payments to contractors and suppliers.

4. Payroll, Staff & Administrative Finance

  • Oversee the entire payroll process for all staff, ensuring accurate calculation, timely payment, and strict compliance with Afghan labor laws and tax regulations.
  • Manage employee expense reimbursements and advances.
  • Oversee the daily cash management and treasury functions.

5. Budgeting, Forecasting & Reporting

  • Lead the annual corporate budgeting and forecasting process.
  • Prepare accurate, detailed, and timely monthly, quarterly, and annual financial statements (Income Statement, Balance Sheet, Cash Flow).
  • Present financial reports and risk assessments directly to Top Management, highlighting financial trends and operational efficiencies.
  • Ensure all financial operations comply with local statutory requirements, tax laws, and audit standards.

Qualifications & Requirements

  • Education: Bachelor’s degree in Finance, Accounting or a related field is required. A Master’s degree (MBA) or professional certification (CPA, ACCA, CMA) is highly preferred.
  • Experience: Minimum of 7-10 years of progressive experience in financial management, with at least 3 years specifically in the construction or engineering industry.
  • System Setup Experience: Proven track record of setting up financial systems, implementing accounting software, and creating financial SOPs from scratch or significantly improving existing systems.
  • Construction Accounting Knowledge: Deep understanding of construction-specific accounting practices, including Job Costing, WIP (Work-in-Progress), Change Orders, and Retainage.
  • Language Skills: Fluent in English (mandatory for reporting and software). Fluency in Pashto and Dari is required for managing local payroll, liaising with local banks, and ensuring compliance with local tax authorities.
  • Software Proficiency: Advanced proficiency in Microsoft Excel (VLOOKUP, Pivot Tables) and experience with construction ERPs or accounting software.

Technical & Core Competencies

  • Strategic Thinking: Ability to see the big picture and align financial strategies with project execution.
  • Risk Management: Skill in identifying financial risks (e.g., currency fluctuations, contractor defaults, cash flow shortages) and implementing mitigation strategies.
  • Attention to Detail: Meticulous accuracy in reviewing contracts, invoices, and payroll data.
  • Leadership & Communication: Strong ability to communicate complex financial data clearly to non-financial staff (like Engineers and Project Managers) and negotiate with vendors.
  • Integrity: Unwavering commitment to ethical financial practices and transparency.

  • Reports To: Top Management / Chief Executive Officer.
