Responsible for implementing and monitoring health, safety, and environmental policies on project sites. Conducts risk assessments, site inspections, safety audits, and incident investigations to ensure compliance with local regulations and international standards (OSHA, IFC, ISO 14001). Develops and delivers safety training, toolbox talks, and awareness programs. Prepares HSE documentation including safety plans, method statements, permit-to-work systems, and monthly reports. Coordinates with project teams, subcontractors, and clients to promote a strong safety culture. Monitors PPE usage, hazardous materials handling, and waste management. Investigates accidents and near-misses, recommends corrective actions, and maintains accurate HSE records.

• Conduct regular risk assessments, site inspections, and safety audits to identify hazards and ensure compliance.
• Investigate accidents, incidents, and near-misses; determine root causes and recommend corrective and preventive actions.
• Develop and deliver safety training, toolbox talks, and awareness programs for all project personnel.
• Prepare and maintain HSE documentation including safety plans, method statements, permit-to-work systems, and emergency response plans.
• Monitor the use of personal protective equipment (PPE) and ensure proper handling and storage of hazardous materials.
• Coordinate with project management, engineers, subcontractors, and clients to promote a strong safety culture.
• Ensure compliance with local regulations and international standards such as OSHA, IFC, and ISO 14001.
• Prepare monthly HSE reports, incident statistics, and regulatory submissions.
• Oversee waste management practices and environmental protection measures on site.
• Conduct regular emergency drills and ensure all personnel are familiar with evacuation procedures.
• Maintain accurate records of safety inspections, training sessions, incident reports, and corrective actions.
• Review subcontractor HSE plans and ensure they align with project requirements.
• Identify opportunities for continuous improvement in safety performance and work towards zero incidents.
The ideal candidate should meet the following requirements:
• Bachelor's degree in Occupational Health and Safety, Environmental Science, Engineering, or a related discipline.
• Minimum 5–10 years of relevant experience in HSE management, construction safety, and project documentation.
• Proven experience in risk assessment, site inspections, safety audits, incident investigation, and reporting.
• Strong knowledge of local labor laws, environmental regulations, and international standards (OSHA, IFC, ISO 14001).
• Experience in developing safety plans, method statements, permit-to-work systems, and emergency response plans.
• Proficiency in MS Office (Word, Excel, PowerPoint) for report preparation and documentation.
• Excellent communication, coordination, and training skills.
• Strong command of English, both written and verbal; knowledge of Dari and/or Pashto is an advantage.
• Ability to work independently, handle multiple sites, and respond quickly to emergencies.
• Professional certification in HSE (e.g., NEBOSH, IOSH, OSHA) is preferred.
Qualifications
• Bachelor's degree in Occupational Health and Safety, Environmental Science, Engineering, or a related field from a recognized university.
• Professional HSE certification such as NEBOSH, IOSH, OSHA, or equivalent is mandatory.
• First Aid and Fire Safety training certification is required.
• ISO 14001 (Environmental Management) and ISO 45001 (Occupational Health and Safety) internal auditor certification is an advantage.
• Strong understanding of international HSE standards, local labor laws, and environmental regulations.
• Knowledge of permit-to-work systems, hazard identification, and risk assessment methodologies (e.g., HAZOP, JSA).
• Proficiency in MS Office applications and familiarity with HSE reporting software is a plus.
• Excellent written and verbal communication skills in English; knowledge of Dari and/or Pashto is an advantage.
