About the job

The Chief Operating Officer (COO) is a senior executive responsible for overseeing the day-to-day operations of Asan Pay and ensuring operational excellence, regulatory compliance, and sustainable growth. The COO will lead core operational functions including agent and merchant network management, transaction processing, liquidity and settlement operations, customer service, and business expansion.

The role requires a strategic leader with strong experience in financial services, digital payments, or telecommunications, capable of scaling operations while maintaining compliance with DAB regulations.

Duties & responsibilities

Strategic Leadership & Execution

  • Work closely with the CEO to define and implement the company’s strategic and operational plans.

  • Translate strategic objectives into measurable operational plans and KPIs.

  • Drive innovation and continuous improvement across all operational areas.

  • Support business expansion initiatives, partnerships, and new product launches.

Regulatory Compliance & Risk Management

  • Ensure full compliance with Da Afghanistan Bank (DAB) EMI regulations and other applicable laws.

  • Develop and enforce internal policies, SOPs, and operational controls.

  • Oversee reporting to regulators and ensure accuracy and timeliness.

  • Identify operational risks and implement mitigation strategies.

Operations Management

  • Oversee daily operations of the EMI platform, ensuring reliability, uptime, and security.

  • Ensure efficient transaction processing (wallet, payments, transfers, bill payments, etc.).

  • Supervise operational departments including customer support, operations, and service delivery.

  • Establish and monitor service level agreements (SLAs).

Agent & Merchant Network Management

  • Lead the expansion and management of agent and merchant networks nationwide.

  • Oversee onboarding, training, monitoring, and performance management.

  • Develop incentive structures to improve productivity and retention.

  • Ensure compliance of agents and merchants with regulatory requirements.

Financial Operations & Liquidity Management

  • Oversee float management, liquidity planning, and cash flow across all channels.

  • Ensure accurate and timely settlement of agent and merchant accounts.

  • Implement reconciliation processes to maintain financial integrity.

  • Coordinate with finance teams on reporting and operational budgeting.

Business Development & Growth

  • Identify new market opportunities and drive expansion strategies.

  • Enhance product offerings including mobile wallet, merchant payments, and digital services.

  • Strengthen relationships with banks, MNOs, fintech partners, and service providers.

  • Contribute to brand positioning and market competitiveness.

Leadership & Team Management

  • Lead, mentor, and develop high-performing teams across operational departments.

  • Foster a culture of accountability, performance, and innovation.

  • Ensure alignment between teams and organizational objectives.

  • Report regularly to the CEO and Board on operational performance.

Job requirements

Education

  • Master’s degree in Business Administration, Finance, Economics, or a related field.

  • Professional certifications are an advantage.

Experience

  • Minimum 6–10 years of progressive experience in operations within:

  • Banking

  • Electronic Money Institutions (EMIs)

  • Fintech / Digital Payments

  • Telecommunications (Mobile Financial Services)

  • At least 3–5 years in senior management role.

Skills & Competencies

  • Strong understanding of EMI operations, digital payments, and financial regulations.

  • Experience with mobile wallets, remittances, settlements, and agent banking.

  • Strategic thinking with strong execution capability.

  • Excellent leadership and team management skills.

  • Strong analytical and problem-solving abilities.

  • Knowledge of risk management, compliance, and operational controls.

  • Excellent communication and stakeholder management skills.

  • Proficiency in English; Dari and Pashto required.

  • Strong IT and digital systems understanding.

Reporting Line
