The Business Development Manager will be responsible for identifying, developing, pursuing, and converting business opportunities in the power-sector.
The position will lead the systematic monitoring of potential projects, tenders, procurement plans, donor-funded programs, government development initiatives, and other relevant sources of business opportunities. The Business Development Manager will also maintain strong communication with clients, government institutions, utilities, consultants, development partners, suppliers, and other key stakeholders.
The position will serve as a key link between ZNCC management, clients, business partners, and internal technical/tendering teams, ensuring that identified opportunities are effectively assessed, developed, pursued, and converted into successful contracts.
Business Development and Opportunity Generation
Develop and implement ZNCC's business development strategy for the power and energy infrastructure sector.
Identify new business opportunities through market research, industry intelligence, client engagement, procurement plans, and other reliable sources.
Proactively identify potential projects in transmission lines, substations, distribution systems, renewable energy, power generation, and related infrastructure.
Develop and maintain a structured Business Opportunity and Project Pipeline.
Monitor existing opportunities and develop strategies to improve ZNCC's position and probability of success.
Identify new clients, markets, business partners, joint-venture opportunities, and strategic alliances.
Establish and maintain a network of relevant industry contacts and decision-makers.
Conduct market analysis to identify emerging opportunities, competitors, market trends, and potential risks.
Tender and Procurement Opportunity Monitoring
Regularly monitor relevant government, utility, donor, development partner, and procurement websites and portals for new opportunities.
Track procurement notices, invitations for bids, expressions of interest, requests for proposals, prequalification notices, and other relevant announcements.
Maintain an updated database of upcoming and ongoing tenders and business opportunities.
Review tender notices and preliminary project information to determine their potential relevance to ZNCC.
Provide timely alerts and opportunity briefs to management and relevant internal departments.
Monitor project development from the early planning stage through tender announcement, evaluation, award, and contract signing.
Maintain records of competitors, project budgets, clients, consultants, funding sources, and other relevant market intelligence.
Existing Opportunity Development
Take ownership of strategically important business opportunities from identification through the pursuit stage.
Develop and implement opportunity-specific Business Development Action Plans.
Conduct regular follow-up with clients and relevant stakeholders regarding ongoing opportunities.
Identify factors affecting ZNCC's competitiveness and recommend appropriate actions to management.
Maintain regular communication with project owners, consultants, utilities, government institutions, and other stakeholders.
Gather information regarding project scope, estimated budget, procurement strategy, financing arrangements, implementation schedule, and key decision-makers.
Ensure that management receives timely and accurate updates on the status and potential of each strategic opportunity.
Client and Stakeholder Relationship Management
Establish, develop, and maintain strong professional relationships with existing and prospective clients.
Serve as a primary business-development contact for designated clients and strategic stakeholders.
Lead professional communication and follow-up with clients regarding potential and ongoing business opportunities.
Arrange and participate in client meetings, technical discussions, pre-bid meetings, conferences, workshops, and industry events.
Maintain regular engagement with relevant government ministries, utilities, development partners, consultants, contractors, suppliers, and other industry stakeholders.
Understand client requirements and expectations and communicate them effectively to ZNCC management and relevant internal teams.
Maintain a professional image and strong reputation for ZNCC in the market.
Internal Coordination
Coordinate closely with the Tendering, Engineering, Procurement, Contracts, Finance, and Project Management teams.
Communicate business opportunities and client requirements to the relevant internal departments.
Coordinate the preparation of prequalification documents, Expressions of Interest (EOIs), capability statements, and other business-development documents.
Support tender teams by providing relevant client, project, competitor, and market intelligence.
Facilitate internal discussions regarding bid/no-bid decisions for strategic opportunities.
Ensure that business-development activities are aligned with ZNCC's technical capabilities, financial capacity, strategic objectives, and risk appetite.
Prequalification and Corporate Positioning
Identify and pursue opportunities for vendor registration, contractor registration, prequalification, and framework agreements.
Coordinate with relevant departments to maintain updated company profiles, project references, technical capabilities, equipment lists, key personnel information, and other corporate documentation.
Identify opportunities to enhance ZNCC's visibility and positioning among major clients and project owners.
Support the development of corporate presentations, capability statements, brochures, and other business-development materials.
Promote ZNCC's technical capabilities, experience, project references, and competitive advantages to prospective clients and partners.
Strategic Partnerships and Joint Ventures
Identify suitable local and international companies for joint ventures, consortiums, subcontracting arrangements, strategic partnerships, and technology cooperation.
Evaluate potential partners based on technical capability, financial strength, experience, reputation, and strategic value.
Facilitate initial communication and discussions with potential partners.
Support management in evaluating and negotiating strategic partnership arrangements.
Maintain a database of qualified and potential business partners.
Market and Competitor Intelligence
Conduct regular market intelligence activities covering the power and infrastructure sectors.
Monitor competitors' activities, project awards, partnerships, capabilities, and market positioning.
Track major government, donor, and utility investment programs.
Analyze market trends and identify potential threats and opportunities.
Provide management with periodic Market Intelligence Reports and strategic recommendations.
Identify areas where ZNCC can strengthen its competitive position.
Client Communication and Business Correspondence
Prepare and manage professional correspondence with clients, consultants, government entities, development partners, and business partners.
Draft letters, emails, expressions of interest, capability submissions, meeting requests, clarification communications, and other business-development correspondence.
Ensure all external communication is professional, accurate, timely, and aligned with ZNCC's policies.
Maintain appropriate records of client communications, meetings, commitments, and follow-up actions.
Reporting and Performance Management
Prepare weekly and monthly Business Development Reports for management.
Maintain an updated opportunity pipeline showing opportunity value, client, funding source, procurement stage, competitors, probability of success, next action, and responsible person.
Track business-development targets and key performance indicators (KPIs).
Report significant market developments, risks, opportunities, and client feedback to senior management.
Maintain an organized database of clients, projects, opportunities, consultants, partners, and competitors.
Provide recommendations to management regarding strategic market-entry and business-development decisions.
Minimum Requirement:
Bachelor's degree in Civil Engineering, Electrical Engineering, or a closely related engineering discipline from a recognized university.
A Master's degree in Civil Engineering, Electrical Engineering, Business Administration, Project Management, or a related field will be considered an advantage.
Professional Experience
Candidates must meet one of the following requirements:
Bachelor's Degree: Minimum 7 years of relevant professional experience, preferably in business development, tendering, project development, or commercial activities within the power/infrastructure sector.
OR
Master's Degree: Minimum 5 years of relevant professional experience in the above-mentioned areas.
Relevant experience should preferably include exposure to EPC projects, power transmission, substations, distribution, energy infrastructure, government procurement, donor-funded projects, and/or international tenders.

Strong organizational and follow-up skills.
Ability to work independently and under pressure while managing multiple opportunities simultaneously.
High level of professionalism, integrity, confidentiality, and business ethics.
Willingness to travel frequently within Afghanistan and, when required, internationally.
