The Procurement Manager is responsible for planning, managing, and overseeing ZNCC’s procurement activities for construction and power infrastructure projects, including substations and transmission lines. The position ensures timely, transparent, competitive, cost-effective, and compliant procurement of materials, equipment, services, subcontractors, and other requirements.
The Procurement Manager will work closely with the CEO, Project Manager, Site Managers, and Technical/Engineering Teams to ensure procurement supports project schedules, budgets, quality requirements, and overall business objectives.
Lead and manage the overall procurement function and ensure procurement activities are completed on time, within budget, and in accordance with ZNCC policies and procedures.
Prepare and monitor procurement plans for all projects in coordination with Project Managers, Site Managers, Technical Teams, and Finance.
Manage the complete procurement cycle, including sourcing, RFQs/tenders, bid evaluation, negotiations, approvals, purchase orders, contracts, and delivery follow-up.
Provide administrative and procedural support for technical and financial bid evaluations and preparation of Bid Evaluation Reports.
Conduct cost-benefit, market, and financial analysis for procurements and identify opportunities for cost savings, demand management, and lifecycle value.
Lead or support negotiations with suppliers, contractors, and service providers to achieve the best Financial and overall value for ZNCC.
Develop, maintain, and regularly update the Procurement Tracker and Approved Vendor List, including vendor prequalification and performance evaluation.
Manage vendor relationships and monitor supplier performance relating to price, quality, delivery, warranty, and contractual compliance.
Coordinate and monitor procurement contracts, purchase orders, variations, extensions, warranties, and close-out in coordination with relevant departments.
Coordinate and provide procedural support to the Procurement Committee, ensuring procurement decisions and approvals are properly documented.
Review, update, and ensure implementation of the Procurement Policy, Manual, and procedures, ensuring all procurement processes are properly documented and followed.
Develop sourcing and procurement strategies for major spend areas and explore local procurement opportunities, particularly for power and construction requirements.
Work closely with Project and Site Managers to ensure required materials, equipment, services, and subcontractors are procured and delivered according to project schedules and site requirements.
Maintain complete procurement records and prepare weekly/monthly procurement reports covering procurement status, costs, savings, commitments, risks, and delays.
Supervise and guide procurement staff and promote integrity, transparency, accountability, compliance, and professional procurement practices.
Perform other procurement and supply-chain duties assigned by the CEO.
Bachelor’s Degree in Business Management, Business Administration, Supply Chain Management, Procurement, or a related field; Master’s Degree is preferred.
Minimum (7) years of relevant procurement management experience, preferably in construction, power, engineering, infrastructure, or international organizations.
Proven experience in tendering, bid evaluation, negotiation, vendor and contract management, and cost analysis.
Strong knowledge of procurement policies, procedures, compliance, and value-for-money principles.
Proficiency in Microsoft Office, particularly Excel and Word; good working knowledge of English and fluency in Dari and/or Pashto.
